The Canada Border Services Agency (CBSA) is reminding all commercial importers to fulfill the financial security requirements for the Release Prior to Payment (RPP) program before the end of the CARM (CBSA Assessment and Revenue Management) transition period on April 19, 2025.
Why This Matters to Importers
Importers who do not meet the financial security requirement by the end of the 180-day transition period will no longer be able to benefit from electronic release of their goods before paying duties and taxes. Instead, they will be required to present a commercial entry for payment at the time of release, which can lead to longer, paper-based processing times.
By enrolling in the RPP program, importers can expedite the clearance of goods, reduce paperwork, and avoid delays. Under this program, importers are not required to visit a commercial office to pay duties and taxes at the time of release, making the customs process significantly more efficient.
Steps to Enroll in the RPP Program
To ensure compliance and avoid delays, importers must complete the following steps:
- Obtain a Business Number (BN): Register with the Canada Revenue Agency (CRA) to receive a unique nine-digit Business Number (BN).
- Register for an Import Program Account (RM): Use the BN to register for a 15-digit import program account (RM) through the CARM Client Portal.
- Enroll in the RPP Program: Once logged into the CARM Client Portal, navigate to the “Program Account Profile” section and select the RPP sub-program.
- Post Financial Security: Importers must provide financial security through either an electronic written security agreement or an electronic cash deposit. The required amount is calculated based on the highest monthly accounts receivable in the last 12 months, including GST.
