The CARM Client Portal (CCP) is an online platform provided by the Canada Border Services Agency (CBSA) for importers to manage their commercial goods importations, request rulings, and access financial information. Users can access the portal through the Sign-In Partner option or GCKey. The portal allows users to create and manage declarations, request rulings, and view financial information.
Without an account, importers cannot have their shipments released into Canada. CARM has been mandatory since October 2024. Obtaining Financial Security, as of May 20, 2025: Enrolling in the Release Prior to Payment (RPP) program allows importers to have their goods released at the border.

The CARM system is currently programmed to automatically de-activate CCP user profiles which remain inactive for a period of 180 consecutive days. In order to avoid de-activation, please be sure to log in to your user profile periodically to maintain your active status.
