March 09, 2018 - Toronto, ON – President Trump’s latest announcement of imposing possible tariffs on steel and aluminum imports into the United States has resulted in a surge of export queries for ARGO Customs brokers.
However, before an exporter can move their goods, they must have a completed B13 Export Declaration form. The B13 is submitted to the Canada Border Services Agency (“CBSAâ€) and identifies information relating to the good such as the exporter, consignee, and mode of transport.
The B13 is a voluminous form with 28 questions and dozens of sub-questions. Completing the B13 could take hours. Luckily, ARGO Customs Brokers utilize the Canadian Automated Export Declaration (“CAEDâ€) System. The CAED System allows ARGO Brokers to fill out B13 forms within minutes and submit them electronically directly to the CBSA.
Special Notice for Importers
Importers who want to export their goods must obtain an RM Export/Import Account. The RM Account registers it with the CBSA. ARGO Customs Brokers can apply for account numbers and Canada ID numbers on behalf of importers if needed.
Export Reporting
Pursuant to the Customs Act, goods that are exported from Canada must be reported:
1. To control the outbound movement of goods transiting through Canada;
2. To regulate and control of export of restricted goods (such as technologies related to national defense); and
3. Collect information on Canadian exports (for purposes of tracking the health of the economy and formulating policy).
CBSA Export Program
The CBSA export program assists Canada in complying with national and international rules regarding trade. The following documents are mandatory for exporters:
For goods transiting to the United States (not including Puerto Rico and the U.S. Virgin Islands), restricted goods require a license but not export declaration and unrestricted goods do not require a permit or a license. For all other destinations, including goods that move through the United States, an export declaration is required for restricted and unrestricted goods and restricted goods require a permit.
